Thoro Is an ordinance providing that thero shall ho not to exceed ono saloon for 1,000 population In tho city, but thoro are forty applications for the privilege. Unless Ogden is considered con-sidered as having 10,000 people, somo of the saloons may bo eliminated, but the same forty havo been permitted to run since tho district court was empowered with a ministerial duty to enforce the city ordinances In respect to tho liquor traffic. It Is said that one liquor house for 1,000 peoplo of tho city Is interpreted aB confinod strictly to "saloons'; and that hotel bars, club buffets and whnlesalo houses aro not to be taken into consideration. Tills would mean that there ehould be about twenty-seven twenty-seven Baloons and aB many othor places as the district court may deem proper.
