Show 0. 8. MAIL SERVICE Clerks to Be Given Promotion Pro-motion Under New System Washington, Jan. G. A re-organl-zation of tho railway mail service, has been projocted by Postmaster General Hitchcock and he will recommend rec-ommend the plan to congress, Tho schemo will provldo for a new system of compensation for tho employes em-ployes that will provide promotions based upon efficiency. Salaries will be graded in tho same manner as for postofllco clerks and city letter carriers, car-riers, except that tho railway postal clerks will receivo higher pay. The re-classiflcation of salaries under tho new plan will Involve an additional expenditure of about two million dollars. Tho present method of appointing untrained men to the railway mall service, howover. Is to ho abandoned abandon-ed and tho service will bo recruited from men who had served a satisfactory satisfac-tory apprenticeship in postofficcs. Hallway postal dorks, whose efficiency effi-ciency Is declining or who aro becoming becom-ing physically incapacitated for train duty, will be transferred to less arduous ardu-ous work in postofficcs. The increased increas-ed efficiency is expected to offset tho Increased expenditures Under tho present system, the compensation com-pensation of railwhy mail employes has a direct relation to tho amount of car space paid for by tho government, govern-ment, thus presenting to the employes a constant temptation to induco the purchaso of additional space Mr. Hitchcock and experts of the department depart-ment believe this foaturo would bo removed by the adoption of tho new plan. Under the new salary system, tho entranco grade for railway postal clerks is raised from $800 to $000 and the maximum grade Is advanced to $1,200, ?1,H00 and $1,500. Compensation Compensa-tion of chief clerks Is Increased from ?1,900 to $2,000 a year. |
