Show .COMMISSION"' FOR OGDEN CITY It is oxpocted that 'Senator Kolly will introduco the commission form of government hill in the senate this afternoon, tho bill having beon framed by J. S. Lewis, A. T. Wright, James II. De Vine and C. It. Holllngsworth of the commission committee of the cities of the second class. The bill provides' for a city government govern-ment of threo commissioners, thoy to be nominated at a direct primary and elected at an election to bo held "In November. , It Is provided that alltho incumbent city offices shall go out of office January 1, 1U12. The mayor, who shall be ono of tho commissioners and one other of tho commissioners shall bo elected lor a torm of two years and the third of the commissioners shall be elected for a term of four years. An auditor shall also be elected for a period of two years. This starts the commissioners into office. In subsequont elections all terms of two j'cars and the auditor for four years. The salary of tho mayor shall be $4,200 per yoar; that of the other commissioners shall bo S.1C00 while tho auditor shall bo paid $2-100. All other city officers shall be appointed ap-pointed by these commissioners, and shall servo under the civil service system. The elected officers shall -be subject to the initiative, the referendum refer-endum and recall. The committee who Interviewed the governor to ascertain his attitude on tho commission system found that the state executlvo "waa opposed to it. He stated that he was opposed to Its "frills." By its "frills" he explained that he meant the initiative, the referendum ref-erendum and the right of recalling olected officers; the direct primary,, and 4-he granting of the people tho right to vote whether or not a public pub-lic sorvlco corporation shall be given giv-en a franchise. This last "frill" would como under tho head of tho referendum. referen-dum. Tho governor finally agreed that ho would approve the bill nfter somo amendments. The bill ns now drafted is only applicable to cities of the second sec-ond class. oo |
