Show I GERMANY ASKS FOR BENEFITS Berlin, March 1. It is reported that the German government has inquired at Washington and Ottawa whether this country will be entitled to the benefits of the American-Canadian reciprocity re-ciprocity agreement. The foreign office of-fice professes Ignorance of the report The commercial treatj association demands that the United States grant the new minimum tariff to Germany, reminding Washington of the provision provi-sion of the German tariff law of 1910, under which the Bundesrath is authorized author-ized to withdraw concessions to the United States If existing conditions are changed to the disadvantage of Germany through subsequent treaties with other countries. Washington, March 1. While no inquiry in-quiry has yet been recommended regarding re-garding the Gorman government on tho effect of the proposed Canadian reciprocity agreement on importations from Germany into the United States of articles enumerated in that arrangement, ar-rangement, the state department has expected that most of the commercial powers would immediately make application appli-cation for privileges similar to those to be enjoyed by the Canadians, once tho arrangement is in force. It may be stated authoritatively, however," that all such applications will be declined. The state department depart-ment has uniformly taken the position posi-tion that the benefits conferred by reciprocity treatj- connot h claimed by third parties, as a right under tho favored nation classes of existing treaties. Such, it was Ind.lcuted, was the decision de-cision of Attorney General Olney In President Cleveland's administration in answer to Germany's suggestion that her sugar bo admitted Into the United States free of duty as was the sugar of Hawaii, under tho terms of the reciprocity treaty between that Kingdom nml tho United States. There has been no change In the attitude of tho state department since thnt time, It was declared today, and the ouly bnsls on which Germany can obtain for her products such advantages advan-tages as will accrue to Canadian goods, presuming the pending arrangement arrange-ment becomes effective, is In the conclusion con-clusion of a special reciprocity treaty or agreement with the United States'.' |
