II. -f- President Taft's reciprocity agreement with Canada was -f -- ratified in the house of ropre- 4- -t- seutallves tonight through tho support of an almost solid 4- Democratic vote. The McCall 4- 4 bill, carrying the agreement in- 4 4 to effect, was passed, 221 to 92. 4 4 4 44 444444444444444 Tho majority of tho Republicans present voted against the measure, the division being 7S ayes and S7 noes. The Democratic vote was 113 ayes and only five noes. A majority of the Republican Insurgents In-surgents present voted for the bill. The McCall bill now.goes to tho senate. sen-ate. President Taft , believes, if a filibuster can be avoided avoid-ed and a vote taken, tho bill will pass He Is inslstont tlint the senate shall act one way or tho other, nud has Indicated In-dicated that he would call an extra session of congress if It does not do so. At the End of a Long Debate. The passage of th bill In the house camo at the end of a long debate which, at times, was as bitter as has been heard ou the floor of that chamber cham-ber In years. The tight was confined almost wholly on the Republican side. Democratic members joined in from time to time and taunted the majority members for their lack of unity. The Democratic leaders also put in tho claim that the reciprocity agreement agree-ment was good Democratic doctrino and declared they were glad to welcome wel-come President Taft and many of tho house Republicans into the Democratic Demo-cratic fold. Shut Off All Amendments. The final vote was reached tonight through the application of a cloture rule, which shut off all amendments and even dispensed with the reading of the bill, had failed to get unanimous consent to do away with the- calendar Wednesday, tomorrow. If that had been secured, he said, he would have been glad to let tho debate continue for another legislative day. The Republicans Re-publicans opposed to the bill fought the rule donounclng It In caustic language lan-guage They directed their fire especially espe-cially against the Democrats and accused ac-cused them, on the eve of going Into power of the house, of enforcing "a gag rule" as drastic as anything against which they had so eloquently Inveighed in the past Clark Scores Dalzell. Champ Clark took Representative Dalzell, of Pennsylvania sharply to task for complaining of the "undue haste" with which tho house was acting act-ing on the reciprocity. The speaker-to-be said the Democrats had sat for years bound and gagged, while the gentleman from Pennsylvania and his associates had brought In rule after rule and had rushed legislation through without giving an opportunity for amendment. Under the cloturo rule, which was adopted by an overwhelming over-whelming vote, the loophole left to opponents op-ponents of the mfasuro was a motion to recommit the hill to the committee of the whole house, with instructions to report certain amendments. When the time came to do this, half a dozen members were clamoring for recognition. Motion Was Lost. Mr. Dalzell was recognized by Speaker Cannon. He proposed that meat and meat products, flour, prepared prepar-ed cereals, lumber and several other articles, bo put on the free list The Democrats were not shaken by this, and the motion was lost, 114 to 191. Somo of the old guard Republican leaders, like Dalzell, of Pennsylvania, and Fordney, of Michigan, veiled but thinly their predictions that the Republican Re-publican parly would be defeated by reason of what they characterized a departure from the principles of protection. pro-tection. Cannon Took No Part. Speaker Cannon took no part in the debate either yesterday or today. There was applause when, of the first record vote that was offered, the speaker called Representative Ollle James, of Kentucky, one of the leaders lead-ers of the Democratic side, to the chair. Mr. James sat there all through the roll-call and announced the Vote. This Is said to fie the only timo a Democrat Demo-crat has heen called to preside over tJie house since the. Republicaqs gained control. President Taft tonight, gave a dinner din-ner to Speaker Cannon.' Tho meal was delayed an hour while the house was voting on reciprocity.
