cers and whereas the cit council is in duty bound to exert every legal effort within its poorer po ver for the conservation se mation of lives health and well being of the inhabitants and particularly to protect the water supply of the city from cont imitation and such action is 13 essential in order to ensure the future growth and pros penty of the community and whereas by reason of constitutional and statutory hindrances price city is prevented pe vented from incurring in currine a bonded debt sufficient to acquire and distribute to its people waters aters from an source other than the price river and is therefore compelled to prevent the future pollution of those waters unless the industries ble for such pollution are willing to aid in furnishing an adequate substitute supply of wholesome water and whereas it is 13 the right of the people of price to prevent such in juries and the duth of the mining and railroad and other industries to refrain from contaminating the water
