Show i washington NEWS LETTER I 1 hy congressman y y VETERANS vr ANS IKE FERANCE president roosevelt has said sad 1 I believe that the federal government functioning in its capacity ns as an employer should take the lead in assuring those who are in the armed services that when they return special consideration will be given to them in their efforts to obtain employment it is absolutely impossible to take millions of cur young men out of their normal pursuits for the purpose of fighting to reserve preserve the nation and then expect them to resume their normal activities without having any special consideration shown them the agency most directly concerned with the placement of veterans in positions in tle the federal government is the civil service commis commission sion which administers the veterans preference act of 1944 this act brings together for the first time the various s statutes executive orders and regulations under which pre preference ference in federal employment is given to honorably discharged veterans and their widows and to the wives of disabled veterans who are arc themselves not qualified tor for federal employment the civil service commission gives preference to veterans in certification for appointment by adding 5 to lo 10 points to the earned ratings of vet eran cran preference ten points are also added to the earned ratings of disabled veterans and to the wives of veterans entitled to this 10 point disability preference as well as to the married widows of honorably separated veterans thus the earned score scora a veteran makes on an examination plus his 5 or 10 point preference often places him among the upper three eli ables on lists from which appoint ing officers may make celecion sele cion As a further precaution congress has specified that an appointing officer must show reason for passing over a 5 or 10 point preference eligible and that reason must indeed be valid before the commission will permit any appointment p poin tm e n t t to 0 b be e m made a d e w without ith 0 ut g giving iv i n g preference fe re n c e to t 0 the he t veteran v e t era n on 0 n the th e list 1 i st there was a time when a physically handicapped person had little opportunity of obtaining employment that atme tim elias has passed the governments government st wartime experience proved that physically handicapped persons when properly placed make excellent em cm aloyes during the past two years more than handicapped have been placed in federal positions |
