Show Z Z 1 I tai by uarda mccarty senator alonzo F hopkin of croydon broydon last week voted yes on an amendment to 8 B taking the liquor control commission out of the proposed state department of business regulation it was the first major deviation from governor maws reorganization proposals through senate action the lower house passed senator hopkins S B which brings federal employed emp loyes residing in the state under the utah income tax law the senate however refused to concur in house amendments and the measure went to a conference committee for adjustment of differences f feren eren ces representative joseph E rees of morgan voted no on the house bill legalizing horse racing and par parl bettin betting in utah R representative rese n floyd D williams of coal 0 al ville vote yes on the measure mease e H B introduced by mr rees I 1 amends the teachers retirement act to provide minimum pensions of 30 a month and a maximum of and authorizes the board to use the states accumulated reserves and current contributions to pay the states portion of obligations that may mature under the provisions of the act with only two of the approximately 75 widely discussed senate introduced state governmental reorganization measures passed by both legislative branches all indications rIt Ions at a t the end of last week pointed to a short extra session as the twenty fourth utah legislature neared the official closing day thursday march 13 to piss pass the remaining reorganization bills in the remaining four days to say nothing 0 of many other important pending rnea measures was deemed at least a strong improbability unless the lawmakers resort to the time honored custom of stopping the clock such a maneuver might necessitate legislators working perhaps a week or two without pay so it was considered likely that the current session would sine die at or about the appointed hour and reconvene in special session a week or so later in order that the lawmakers might have a few days at home before renewing effort to effect the apparently patently ly majority favored reorganization proposals or a special cial session may start at the close of the regular one final decision is up to governor herbert B maw one of the two reorganization senate bills to pass both branches sets up a department of public publicity iq and industrial development H B 13 provides funds for it by transferring surpluses in the motor vehicle registration fund leaving the now allotted to cities and counties for street and road building to serve its present purpose the house measure Is now in the senate sifting committee the other twice passed reorganization bill creates a new public welfare department under a 3 man maii commission with duties of several other state agen agencies cles and commissions transferred to it 1 the senate sti still 11 had to accept amendments to the welfare me measure asuro before it goes to the governor for approval or veto six of 15 reorganization bills passed by the senate have to do da with the new welfare department four including S B reorganizing the state department of agriculture affect that department three relate to board of health activities ivi ties one to the new publicity and industrial development department and one to the new department of business regulation these are yet to be acted upon by the lower house the first important departure from governor maws reorganization proposals as embodied in H B 82 the all inclusive reorganization mea measure cure passed by the house but upon in the senate came cam last week in adoption by the senate of an amendment removing aliquo liquor control contro administration from theft th department of business regil re gatlon 0 n the vote e was 14 to 7 for the amend ll 11 6 ment 45 important measures passed las S n week by the senate included 11 B 01 63 83 liberalizing the old age asas assist tance law and redefining income 0 it Is now before governor maw toil fa fat final action the house passed afir H fa B liberalizing the state un anem ernil f compensation act it pro a 2 vides for a maximum payment oi of i 5 2000 rif vin B rif vin B 20 00 per week instead of the cur curia y rent 1600 it also passed H B sa putting the V U of U V U 5 A C an aiu junior colleges under control of single board p m five so called national defens defense de measures were passed by the seni senia co ate a t e they T h e y establish e st ab ll 11 s h a home h national n a tlona guard g u a r d set s e t up u p state s a t e and an d district r le de deas tense councils strengthen the antl i I 1 sabotage laws establish special po lice to guard public property an regulate sale and manufacture of of explosives s |
