Utah the opportunity to approve or reject the zoning ordinance passed by Manti City council February 17 1971 PROPOSITION NO 1 The Manti City Zoning Ordinance passed by the Manti City Council g I j jon on the day of February 1971 i Wi j establishing zones within Manti City Ci Ci- regulations within with with- ty and providing in said zones shall be approved AGAINST by the citizens of Manti Utah If the voter desires to vote in favor of Proposition No 1 word FOR If If he he shall place an X in the space after the desires to vote against proposition No 1 he shall place an X Xin Xin in the space after the word AGAINST Argument supporting City's position In favor of Proposition No 1 There are many reasons why the citizens should approve the Manti City Zoning Ordinance Space will only allow us to comment on a few of these 1 A Zoning Ordinance is necessary to orderly growth for Manti City The last census report reflects a nominal growth over the thelast thelast last ten years From a period of more than thirty years of declining population It appears that we now have reversed the trend and growth is beginning What does growth mean It means an expanded tax base with more services being performed by the City It means a chance for the young people growing up in Manti to stay and raise their own families without being forced to the metropolitan tan areas to make a living This further means a local use of the talents energy and Industry of the people who In the past have left Manti for areas of greater opportunity But growth If f It is not to suffocate in its own dust must be orderly and planned A Zoning Ordinance is a step In Insuring that the growth will be orderly If Manti is to have a chance of attracting further Industry it must have a Zoning Ordinance A cheap labor market Is not the only criteria used by Industry seeking relocation or expansion expansion ex ex- sites Such an Industry must be assured that its business business busi busi- ness Interests will be protected and enhanced by the area it locates in Zoning Is an effective means of achieving this Most Industries in expanding or relocating want an area with witha a Zoning Ordinance for their own protection 2 Zoning is essential to obtaining government grants for future municipal Improvements Periodically every municipality faces the problem of ex expanding expanding ex- ex large sums of money for municipal Improvements Such Improvements may be upgrading a water system electrical electrical elec elec- system or any number of other public Improvement projects Today's rising and soaring construction costs make any kind of public improvements virtually impossible without some form of federal grant money While many may shudder at the Idea of federal aid In plain fact large scale public Improvement Is largely Impossible without it Past experience has further shown us that federal grants are given where the federal government feels that the most benefit will result and one standard used by those officials controlling the granting of federal aid is whether the municipality municipality seeking the aid is growing and is likely to grow They place much emphasis on whether the municipality has a zoning ordinance In determining the likelihood of growth Therefore while v a zoning ordinance Is not necessary to obtain a federal grant the of such an ordinance dramatically Increases the chances of obtaining one Needless to say with public improvement chances for growth of any significant amount are almost nonexistent 3 A zoning ordinance is essential to protect property values The recent growth within Manti has created a minor land boom and lately property which was considered of nominal value has in price This has generally been to the benefit of the land owner Also time has changed the character of the use of land within Manti City Over the years with the modern technological advances the use of land In Manti has changed from residential agriculture use to a mainly residential residential use Modern technology has made it possible for the person engaged In agriculture pursuits to make his livelihood almost completely divorced from his Ms residential dwelling It Is no longer necessary for him to maintain his horses and domestic animals within the City limits as a necessary measure to get getto getto to and from his farm All this has changed the complexion of Manti which has In turn helped to appreciate property values for residential areas Zoning is a practical means of insuring that the value of a mans man's property is not destroyed for residential use by the indiscriminate use of adjoining property by someone's someone's some some- ones one's neighbor It should be here pointed out that the present zoning ordinance ordinance nance would not effect already existing uses of property but would only restrict expansion of non conforming use within a particular zone 4 Zoning is necessary to protect health standards and conditions As has been stated modern technology has drastically changed our environment While In the past we could live to together together to- to gether in small communities without zoning ordinances necessary to our health and protection that time has past and the effect of only one persons person's actions on our environment has multiplied ten fold simply because of our style of life Zoning is not only an effective means but also an essential means of protecting our environment and thus our health and safety There are many other arguments in favor of the Manti Zoning Ordinance which time and space do not permit comment on Some comment however should be made on the arguments made by the opposition against zoning It has been stated that the zoning ordinance will result in a loss of freedom and In private control of land To some extend this is true The question should really be asked however however how how- ever what freedoms are we talking about Whenever two or more people form together in any kind of association whether it be bea a partnership or the establishment of a community for mutual protection there is a loss of Individual freedom and control of private property and this by necessity The old saying My freedom ends where your nose begins is very applicable here People living together in a community for their own mutual protection and benefit have the right to make rules and restrictions upon themselves and so long as such rules are not discriminatory upon minority groups or do not violate Constitutional Constitutional Con Con- standards the rule of the majority should prevail The responsibility of local government has been by the legislature vested In the Mayor and City Council subject to the right of the people to call for referendum on the issue The Manti City Council has passed a Zoning Ordinance the citizens of Manti have requested a referendum on the matter If Manti citizens approve the Zoning Ordinance it will not be bea a loss of freedom or a denial of the right to control private property it will be a legitimate decision of the populous of Manti City for their mutual benefit and protection While zoning might restrict individual freedom and private control of property to some extend it by and large will result in greater freedoms and benefits for the vast majority of Manti citizens For the reasons listed above and for many others too numerous to mention the City Council of Manti feels that it is In the best Interest of all citizens to approve the Manti Zoning Ordinance If U you agree with these conclusions we urge you to vote FOR
