homes offered by Sens Browning Grover and Jenkins This proposal would have the state build staff and maintain proper detention facilities Senators Lloyd Ashton and I have a proposal to offer state aid and leave the homes on a county or regional basis We Ve feel our proposal would offer incentive to the counties without creating I another bureau and we are not convinced the state should as assume assume assume as- as sume the full burden One reason I I oppose the first proposal is that liquor profits I now are going to the cities and j i counties would be used to build I the detention facilities 1 I have yet to have a city official or county official from Sanpete urge me to vote to remove this money from their grasp to build detention detention detention tion facilities mainly in the metropolitan areas HOW MUCH l PAY Senator Lloyd and I offered a bill to raise the pay of Legislators Legislators Legislators Legis Legis- and it created quite a storm Understand that we cannot cannot cannot can can- I not raise our pay but can only have it put on the ballot as a constitutional amendment for the people to decide The bill would pay Legislators 10 per day for expenses while we are in session plus an additional additional additional addi addi- allowance for mileage and room for the Legislators who come from great distances The bill also proposed a raise in sal salary salary salary sal sal- I ary although we do not feel strongly about this We Ve simply think Legislators should be paid a n realistic expense e allowance s so I j i I they are not called on to spend or more of their own money to serve a session Senator Ashton offered a motion motion motion mo mo- tion that we amend the bill to give us a salary of per year plus an expense allowance It failed by a decisive vote I feel that Legislators' Legislators pay should be realistic but not a cause for candidacy Senator Jenkins Jenkins Jenkins Jen Jen- kins put it well when he said the per year and the per perI day while in session would lead to a legislature of the retired the rich and the subsidized The latter is our chief threat HOW HON MANY rANY BILLS When I was home last week- week I had observed my name on
