Show 1 v FARMERS NEED TO ORGANIZE TO CARE FOR WATERING In looking over the exchange papers that come to our desk from various parts of the state staf we note nota that the Irrigators and farmers are bestirring themselves with their water problems in anticipation tion of the fast approaching IrrIgation irrigation irrigation tion season And that reminds us that the water users of ManU Mantl City Creek have a problem confronting them this spring that they have not had before and if it is to be beI solved satisfactorily It is time timo some some something I thing was being done Since ManU Manti was founded nearly eighty years ago the problems o ot at handling the waters have havo be been on loft left In the tho hands of tho the city city- ithe I officials This was an obligation the city officials ls assumed until such time as the irrigators were pre prepared to take over that It It seems that that time never nover came until it began to bo assumed by many that the handling handlin of our irrigation waters was us a duty belonging to the city officials who wh are not elected by bythe bythe bythe the but by the citizens The man who has no water right what so 50 ever but is a citizen has aa as much voice under this system in determining matters aa as the irrigator who owns a thousand shares of water or more For the lack lack of better machinery this system was largely the practice practice practice tice throughout this state But as the problems of irrigation became more acute and farmers recognized that the old system is but a makeshift make shift at best they have relieved the I cities cities of at this responsibility until to today today day there are but two cities in the state of Utah in fact only one now that still clings to the old or or- or der Manti ManU was next to the last one to change from the old to the thelie new lie and better system Our present city officials have havo declared that the time timo has come when they will no longer conten ance ante the old order and have therefore therefore therefore there there- fore served notice on the irrl irrigators to take such steps as is necessary to get their s system stem planned before the on son season SOll which is fast tast appi approaching caching in order to take care are of their water Incorporation of the rights is one of the first and essential steps to tat take taue c. c 1 hat Item is not a small u il tt all aid will require much time and effort It is true that steps toward incorporation have been tak taken n from time to time and these efforts while not resulting in success success sueI suc sue cess at that time have laid much of I the ground work for incorporating orating rat rat- I ing lug when it comes there still re remains remains re- re mains much to be done A board of directors must be bo elected and organized and a water master oj chosen Spring may break any day dap now and when jt it comes everyone everyone everyone every every- one will be so anxious to get at his work that there will be little time for these other matters If It tho the 4 d di i Irrigation season comes and no provision Is made for the ing of the water and it g goes es into river we predict there thora will wll be some activity on the part of some one ono that could better bo be attended to now Whether we believe in the 1 old old system or the new matters little so far as our present problem is concerned The fact Is the city officials have refused to longer handle the wetter water for the farmers This is not an action they ther have havo taken taken tak- tak en hastily but one that lias has come come y after years of and effort ef ef- tort fort and they nean neap to stay with with it a r |
