you how it happened and what the board wants to do about it please give it careful consideration era tion the causes follow the first and chief reason is that the levy tor for this year should have produced juned it actually produced to march larch 1st ast it is cort short the same barno situation existed last year and the board faced a similar shortage it metho problem last year by receiving interest earned from invested slaking sinking funds and borrowed on tax lax redemptions ons tho the has been paid back with interest out ot of this years collection so that we are short the 3 delinquent plus the paid to cover last years delinquencies another thing that contributes to the present embarrassment embarras ment is the growing school burdens and the shrunken assets in 1919 20 21 we had an assessed valuation of about nineteen million dollars now we have an assessed valuation of sixteen million or a shrinkage of about 20 during the same time our load has nearly doubled in 1920 we had 2216 children in school of whom were in high school last year year we had in school of whom were in high school this tremendous growth in high school atte attendance nuance has added materially to the school costs two years ago the board asked for a two year levy of 3 mills to execute a building program this 3 mill levy in two years should have produced about it actually produced about or a sho shortage stage of 2 plus due to failure to collect large portion of taxes the building budget as fixed by the board was tor for last year and tor for this year but before they had completed the building and remodeling they had spent last year and this year and are still short on some urgent needs the board takes this opportunity of reporting the present condition of the schools and the financial condition of the district in comparison with other district and with averages of the state A comparison of wealth and debt follows this data is taken from utah school survey tor for 1925 and not withstanding we are a big scat scattered developing empire the table following indicates the growth of the school the improvement pro in attendance and promotion these also indicate that the schools are up to the average of rural schools thru out the state nevertheless th eless we have many students noi ali are behind where they should be due to sickness work and irregular attendance months behind salt lake when they reah the seventh grade salt lake has 10 months a child who has been in school 6 years may have attended 6 x 10 or 60 months we have 8 months a child who has been in school six years may have attended 6 x 8 or 5 51 1 months salt lake should therefore be a good big year ahead ot of us in the ath year our schools are in good condition our finances are in good shape except for or current revenue the board of 0 education therefore hoped to maintain tho the present levy which tor for the last two years has had bad a 3 mill special tax for building until they could pay the and provide some additional improvements which are urgently needed alter after a great deal of 0 consideration the board finally compromised the problem and are asking the people to sustain them by voting to maintain the present levies this year hud and reduce 1 mills next year the election is called for april 2 it you vote it it moans means no increase over the last two years it if you vote against it you save for or each thousand dollars ot of assessed valuation this year and next year and the children suffer the loss there is a general impression that it is the high cost ot of education the country that is responsible tor for much of 0 our financial embarrassment barras yet figures compiled by the treasury department june 11 1920 show that the united states is spending as much for candy as tor for education and more than twice as much for tobacco as tor for education our estimated national wealth in 1920 was billion our estimated income in 1920 was 70 billion our saving deposits in 1920 were 16 billion wo we spent for candy in 1920 1 billion we spent tor for tobacco in 1920 2111 million we spent tor for education in 1920 1036 million we spent tor for joy rides races and pleasure resorts in 1920 3 billion in 1925 utah paid tor for education out of every ot of her income it we dont vote to maintain this levy bu borrow from year to year 1 what will it cost us 1st ast to borrow the full amount would cost interest yearly with a constantly growing burden such a plan would bo be suicidal tor for each year we are worse off than the previous one 2nd and to borrow but figure on cutting down a year so that in 5 years we would be free from debt would take from current school maintenance plus interest on deterred deferred payments in 5 years we will have paid approximately extra interest and bo be 1 short each year on funds already too short because ot of yearly delinquent taxes 3rd ard in a growing country population always precedes wealth at the present time the state average tor for total school expense is very close to per school child at present we have children on school census with our schools cost at each would mean with our assessed valuation at and a rate at 75 mills our total school resources would be approximately it if percent lier cent of the taxes were collected what will happen then it if wo we face a cut each year and collect 80 to 90 percent |
