members to be selected because of special fitness and not to be connected with educational institutions to be equally divided between congressional re districts of the state ind and to he be removable for cause the state board is to have authority 11 arity to appoint a commissioner I 1 of education and the heads of and ali upon the recommendation of these various executives to appoint the subordinates in ill each division of the system 0 the board is alsoc barged N with the work vork of generally supervising elementary and secondary school work throughout kllc state of preparing a budget 0 01 educational expenditures for the legislature of determining standards of qualifications of teachers and supervisors in all branches of the service and issuing suitable certificates of adopting rules for the construction and sanitary ani tary inspection of school buildings of giving publicity to accurate information regarding public education of determining in in connection with the several examining boards the standards of preliminary education and of those who practice the learned professions of studying the conditions aff affecting acting the general welfare of children through tile the state chapter 2 county school districts this chapter modifies the present law by provi provident pro dinT nf a system of elections which will retire ope one member of the board each year and elect a successor to serve for five years by fixing tile the coni compensation pens aaion of board members tit at a year by defining more accurately the duties and powers of the district sup superintendents or and boards of education by providing for taking the school census between the md of october by making school age from 6 to 19 years 1 ay y basing the graduated scale 0 district levies on per capita assessed valuation and fixing a kv le y scale ecale from 7 to 16 mills on oil lie he assumption that the old valuation basis will be restored and that the county school tax will lit in use another four bearr or any part thereof without chapter 4 teachers this chapter empowers the state board of education to cooperate with the state school of education in establishment of suitable training courses for teachers and provides that duly certified teachers principals and supervisors after three consecutive years of employment in any district tire arc continued in employment on oil inden inde nate finato tenure unless notified prior to the last lay day of school that their contracts are terminated or unless they in turn notify tho the board at least two months prior to the close ol 01 school of their intention to discontinue teaching in the district chapter 5 course of study and text books this chapter continues the course of study and text book commission ns as at
