hlll of W 1 the constitution of the state of utah go 0 tai that th alie same will read as follows 7 the rate of taxation on oil property for state purposes shall never exceed eight mills on oil eich cach dollar of valuation to be apportioned as follows not to exceed four ind and one half mills on oil each dollar of valuation for general state stafe purposes not to exceed three nulls mills on oil bac each ai dollar of valuation for district school purposes not to exceed one half mill on each dollar of valtia valuation tion for high school purposes that part of the state tax apportioned to high school purposes shall constitute a fund to be called the high school fund and shall be apportioned to the cities and school districts maintaining high schools in the manner t the legislature may provide and 1 whenever tile the taxable property within 61 the state shall amount to four hundred million dollars tile the rate shall nut not exceed rive five mills on each dollar of valuation unless
