Show NATIONAL GUARDS A PROCLAMATION The entire National Guard of the State of Utah, as it existed on Aug. 5. 1917, having been drafted into Federal service on that date, and by operation of law discharged from the Militia, the Government of the United Uni-ted States has called upon the State of Utah to organize a National Guard force under the provisions of the Act i of Congress approved June 3, 191C. to consist of one Regiment Infantry. The law authorizing the National Guard is designed to give Federal aid to states, and assistance and a Certain amount of supervision from the Federal Government, in the organization or-ganization and training of National Guard troops in the various states. The Secretary of War has definitely definite-ly announced that National Guan; troops, recognized since August 5, 1917, cannot be used to advantage as any part of the forces of the Unite;' States in training for overseas service, ser-vice, and will not be drafted for such service. The National Guard is subject to "call" into the service of the United States in its capacity as militia for the usual constitutional purposes to suppress insurrection, repel invasion in-vasion and execute the laws of the Union. Members of the National Guard are legally liable to "draff into the military service of the United Uni-ted states for any purpose requiring the use of troops in excess of those of the Army of the United Sta-tes immediately im-mediately available. National Guard troops in State service ser-vice do not constitute a part of the Army . of the United States, and .accordingly .ac-cordingly their personnel of selective draft age is subject to draft into Federal service under the Selective Service regulations without change of draft classification. In response to the call of the Federal Fed-eral Government and subject to the above conditions, I, Simon Bamberger, Bamberg-er, Governor of Utah and Commander-in-Chief of the militia of the State, i do hereby call into service such portion por-tion of the unorganized Militia o the State of Utah as is necessary to luiui one regiment oi miantry or tne National Guard of Utah. The Acting Adjutant General of the State of Utah is hereby authorized author-ized and directed to take such steps as may be necessary to recruit one regiment of Infantry by volunteer enlistment. . I wish to appeal especially for recruits re-cruits for our National Guard regiment regi-ment to the men who are more than 31 years of age and to the men who are between the ages of 21 and 31 who have not been placed in deferred classes because of dependency or engagement en-gagement in a necessary occupation. It is possible for able bodied citizens, whose obligations are such that they are not able to enter the military service of their country, to join t' force and serve without any unusual sacrifice. Many of this class of citi zens have frequently asked that an opportunity be given them for service ser-vice that, they could render without necessitating their leaving the State or causing unnecessary hardship on their dependents. This opportur-is opportur-is here given and it is strongly urged that all able bodied citizens avail themselves of it. Simon Bamberger, Governor. |
