Earnings to be guaranteed on basis of past three years. Practical difficulties cannot be conjured con-jured away. - Terminals to be enlarged and more equipment purchased. No fundamental values should anywhere any-where be unnecessarily impaired. Wages of lowest paid employes to be increased first, but no radical increases to any class. Government to make no arbitrary changes and nothing to be altered or disturbed which it is not necessary to disturb. It is right and necessary that the owners and creditors of the railways, the holders of their stocks and honds, should receive from the ' Government an unqualified guarantee that their properties will be maintained throughout through-out the period of federal control in as good repair and as complete equipment as at present, and that the several roads will receive under federal management man-agement such compensation as is equitable equit-able and just alike to their owners and to the general public. |
