Chester rtowell of California, formerly for-merly a Bull Moose leader of the state and more recently a radical supporter of Cox for president, and Phelan. Democrat, for senator, is rewarded re-warded for his services in the campaign cam-paign just closed by receiving an appointment ap-pointment as a member of that bored and he is classedas a Republican. There might be no objection to Mr Howell's appointment on the board. . as a Democrat, unless the fact tha' he has never had a minute's experience. exper-ience. -which would fit or train him for the position, is an objection. -Bui to have him credited to the Republican Repub-lican party is not only -a disgrace to the appointive power but an injustice injus-tice to the Republican party. Mr. Rowell is not a Republican and has not been a Republican for years. He helped to elect Wilson eight years ago and opposed Mr. Hughes lour years ago. and without a doubt his support for Governor Cox and Senator Phelan, was purchased pur-chased this fall by a promise of a soft birth.
