Portugal Recognized The United States established its first diplomatic contact w-ith Portugal Portu-gal 154 years ago, when in 17S0, President Washington appointed a minister following the appointment of a Portuguese minister to the United States. The appointee was Col. David Humphreys,' a native of Derby, Conn. He had been a member mem-ber of General Washington's staff and for two years prior to becoming becom-ing minister had lived with Washington Wash-ington at Mount Vernon.
