B Colton In a a. protest voiced against the caucus rule Senator Colton is one of the three thre members of the tho Republican minority and neither he nor his minority colleagues col leagues have been given an opportunity opportunity opportunity as yet to participate in the formation formation for for- mation matlon of bills that are generally classed as administration measures While the fifteen and Progressive Progressive Pro Pro- I members have fought out tho the terms of the proposed measures the three Republican senators have been compelled to cool their heels in the ante room or meander homeward home homeward ward as soon as as the business session of the senate was conducted The senators of the majority par Dar ty declare that they are not bound by caucus rule to vote according to the decision of the caucus Senator Colton declared yesterday but hut all admit that they will vote that way Even with the substantial majority majori major ty of fifteen ou of eighteen members it is possible for tor less than half halt the members of the senate to control the tho action of that body It If eight of the fifteen members overrule the other seven then the entire fifteen membra mem mem- bra are in duty bound to vote as one under the caucus rule Euch Such action might be proper it strictly party masures w were re up for consideration but practically everything everything every every- thing pledged in the Democratic and Progressive platforms was contained in the Republican platform and we members feel that we should not be excluded from deliberations on such legislation The three measures which have been under fire in the caucus room for the past week week public public utilities workmen's compensation and initia Uve tive and referendum referendum are are favored by the Republicans and it is no more than right that we should be heard even th though ugh we do form the minor minori ty in all such legislation as has been Leen favored by all parties ft |
