WAR PLANS PROCEEDING. Turks Abandon All Idea of Settlement With Italy and are Searching for Men and Supplies. Constantinople. The government has abandoned all Idea of negotiating with Italy for a settlement in Tripoli and la devising and executing war plans of a magnitude never before attempted by Turkey. Troops and modern field pieces are leaving daily for Orianople and the Bulgarian frontier and transports are being loaded lor the archipelago Islands as a precaution againtt'the rumored intended attack by the Italian fleet. Several telegrams have been received re-ceived her? stating that the Italian fleet has left Tripoli to effect a diver-slon diver-slon In the Aegean sea.
