Every happy father of a new born boy or girl in San Francisco nowadays gets a letter from the government congratulating congratu-lating him and his wife. The first paragraph of the letter reads: "The government of the United States is vitally interested in the fact that you and your wife have been 'blessed with the . advent of a child. This government Is the society of American people, and it Is fitting that it should be interested in ' Its new members." The letter of congratulation goes on to point out to the proud father his new responsibilities as the moulder of an American citizen, stressing the importance im-portance of education and appealing to hi in to assure the education .of his child by beginning the systematic weekly ' purchase of - War Savings Stamps."
