Proposals should be made on furnishing fur-nishing hard wheat flour and soft wheat flour, and should Include all expenses of delivery to the respective respec-tive institutions. Proposals must be accompanied by samples ot at least 5 pounds of each grade ot flour quoted quot-ed on, and bidder must guarantee that the flour delivered under contract con-tract will bo fully equal to the sam pie submitted.
