C, Oct. 3, 1317. : Sections 399, 400 nnd 402, Postal Laws nnd Regulations, are amended to read as follows, effective Nov. 2, 1917: 399 Upon all matter of tho first class postago shall be charged at tho rato of threo conta for each ounco or fraction thereof: and drop letters shall bo mailed at tho rato of two cents per ounco or fraction thereof, Including delivery at lotter-carrler offices. 400 Postal cards shall bo trans-mltted trans-mltted through tho malls at a post-ago post-ago chargo of two cents each, Including Includ-ing tho cost of manufacture. 402 It shall bo lawful to trans- mlt by mall, at the postago rato of two cents apleco, payablo by stamps to bo affixed by tho sender, and under such regulations as tho Postmaster Post-master General may prescribe, written writ-ten messages on private mailing cards, such cards to bo sent openly In tho malls, to bo no larger than tho slzo fixed by tho Convention of the Universal Postal Union, nnd to bo approximately of tho same form, quality and wolght as tho stamped postal card now in goneral use in tho United States.
