Bo It resolved by tho Legislature of tho Stato of Utah, two-thirds of all members elected to each of the two houses concurring therein; Section 1, It is proposed to amond Artlclo 13 of the Constitution of the Stato of Utah, so that tho samo will read as follows: 1. Tho powor of taxation shall nov-or nov-or bo surrendered, suspended, or contracted con-tracted away. All taxes shall be uniform uni-form upon the same class of property proper-ty within tho territorial limits of tho authority lovylng tho tax, and shall bo lovied nnd collected for public purposes pur-poses only. 2. Tho Legltlaturo shall provide by law for an annual tax nultlctent, with othor sources of rovenuo, to defray tho estimated ordinary expenses of tho Stato for each fiscal year. For tho purpose of paying tho Stato debt If any there be, tho Loglslaturo shall provldo for lovylng a tar annually, sufficient to pay tho annual lntorost and principal of such debt, within twenty yoars from tho final passage of tho law creatine tho debt. 3. There shall bo oxempt from taxation tax-ation proporty of tho United StatcB, of tho Btato, counties, cities, towns, school districts, municipal corporations corpora-tions and publlo libraries lots with tho buildings thoreon used exclusively exclusive-ly for elthor religious worship or charltablo purposes, und places of burial not held or used for prlvato or corporate benefit. Tho rate of taxation on property t'ir State purposes shall never exceed olght mills on each dollar of valuation valua-tion to bo apportioned as follows: Not to exceod four and one half mills on ench dollar of valuation for general gen-eral Statu purposes; not to exceed threo mills on each dollar of valuation valua-tion for dlsttlct school purposes; not to exceed cut half mill on each dollar dol-lar -of valuation for high school purposes; pur-poses; that part of tho Stato tax apportioned ap-portioned to high school purposes shall constitute a Mwl to bo called tho "high school fund" and shall bo apportioned to tho cities and scaool districts maintaining high schools In tho manner tho Legislature may provide. pro-vide. No appropriation shall bo mado or any oxpcndlturo authorized by tho Legislature, whereby tho oxpondl-turos oxpondl-turos of tho Stato, during any fiscal year, shall exceed tho total lax then provided for by law, and nppllcablo for such appropriation or oxpcndlturo, oxpcndl-turo, unless tho Loglslaturo making such appropriation, shall provldo for lovylng a sufficient tax, not exceeding the rates allowed In Soctlctr 6 of this nrtlclo. to pay such appropriation or oxpendlturo within Buch fiscal year.
