It seems to us to have somo oxcollent points, chief among which Is tho provision pro-vision for the listing of dogs, their muzzling when running looso, and tho provision against dogs running at large. Tho provision for a bounty on outlaw dogs Is a doubtful one. It might easily lead to raids on tho public, treasury by breeders or dogs expressly for bounties. Flvo dollars is a good price, nnd dogs can bo grown to bounty ngo for that money at a good profit. Tho provision against tho owner's getting the bounty boun-ty Is ono easily ovaded. The killing of dogs by pcoplo seeking to cam a bounty would almost certainly result In neighborhood feuds. |
