Mr. West's bill provides that It shall be unlawful after June 1 of this year to sell, offer for sale, give away, or explode any toy pistol, rap, cartridge cart-ridge or other ammunition used In tho same, or any cannon crackers, or other fireworks which contain dynamite, dyna-mite, nitroglycerine, or other high explosive ns distinguished from gunpowder. gun-powder. The bill provides a penalty of not more than $50 nor less than $5 line, nnd makes the dealer who violates vio-lates the net liable In civil notion for nny dnmnges or injury to any person who uses explosives sold in violation of tho bill's provisions.
