Tbo session was given up to Informal Infor-mal talks by tho representatives of tho water users, who spoko of tho va'lous problems which tho farmers In tho irrigation regions aro called upon to solve. I'he laws governing tho use of water, payment for water rights, payment for homesteads and similar laws, as well as tho regulations regula-tions established by the Interior department de-partment and the reclamation sorvlce on government Irrigation projects wero gono over and many suggestions for amendments to oxlsttng laws, new legislation and modifications of regulations regu-lations wero mnda. Tho conferees have dovotcd their time, thus far, to n discussion of tbo Salt river project In Arizona which Inc'udcs tho Roosevelt dam. It bocamo evident today that tho dlf. ferences between tho wuter urers nnd tho government officials woo largely based upon misunderstanding nnd thnt tbo improvements In tho project which mntorlnlly increased Its cost wero npproved by tho water users. Objection was made tq tho high cost of power, particularly that fur-nlshcd fur-nlshcd to small manufacturers. It was urged that nil contracts ought to bo submitted to tho board of gov. ernors of tho water users association beforo thoy wero passed finally by tho government. |
