BOARD UPHOLDS SEVEN RULES UNDER AGREEMENT MADE DURINO U.S. CONTROL United State Railway fteard Favors Extra Pay For All Workmen Called Upon To Put In Overtime To Complete Labors Chicago The United States railroad board Friday upheld tho principle of time ITnd n half overtime for nil rail-road rail-road shopmen nfter au eight-hour day. Tho board also granted time nnd a half to all shopmen on Sundays and holidays, and "penalizes" the railroads for Sunday work, except where such Sunday shop work Is "absolutely e sentlal." The decision upholds soven of the most Important working rules of the national working agreements granted Hhopmen during federal admlnstrntlon of tho railroads, but greatly modifies other working rules, bitterly objected to by the carriers. While the decision is considered a sweeping victory for tho employes ns regards overtime, tho railroads won many points In tho modulations of the rules, and A. O. Wharton, labor member of tho board, filed U10 first dissenting opinion In a decision of tho body. The decision holds Jhat: 1. Work performed on Sundays nnd legal holldnys by shopmen shnll be paid for nt the rate of tlmo nnd 11 half overtime, except for operation of powerhouses, millwright gangs, Irolu ynrds und other crews regularly i.s-signed i.s-signed the Sunday work. They will be paid regular week day time. -. Alter eight hours work on week days overtime will bo paid nt the rate of time and 11 half. .'I. Employes required to work during dur-ing any period of. the lunch hour will be allowed one hour. I. Employes called from regulur work at shops for emergency work on the road will bo paid from tho time they leavo the shop. T. Employes sent from shops to fill vacancies at any point will bo pnld hourly from tlmo they leave tho shops. 0. The eight-hour day Is given full recognition.
