county school board b 0 ard met in in ill the public library building AV at the nie meeting eting it was decided that september will be the open ing date of schools in the district 1 but no definite program of the i school year la Is scheduled following la is a report madeno ma deto the board by superintendent 0 T TV Swall swallow bw summarizing tho the past year ending june 30 1942 at fias been our aim this yent year to lo c breit reat a group of at thinking in dustpans dust duat pans responsible and cooper atlyn young ij people eople who will be AM able a to go through this period of 0 J i war and unrest and not lose losa their im balance lance but will bp be able to analito condit conditions fons anil and net act tor for the 0 basl A comparison of the census ro re ports tor lor ine past ahme years in datos dl ca tos that a definite falling cli on in the number of oi children Is in progress within this period a de e crease of 75 Is shown from froin an orr or ithial of lug ing an average loss at 25 26 children children per year bear within thelast year the numbers nuni liers of oe famille fa who haye moved away his has become so BO great i that them the actual number of students who tiro tire not lit in attendance this year was waa not accurate accurately ely shown on oil tile the census report it may appear that to tho the loaa 1088 oft 01 SO many students it would bo be possible to 6 tea teacher cheil from our staff however this Is nol true such a few students are taken front from 1 each grade and each that it 4 As 18 impossible to double grads grades etc c all this ilits works out to athean just one thing that with the exception ex F ti 11 lot a reduction i all U sw r agta will b ba it gher duo 10 prices while the allotment of state stata 1 funds will ivill probably pe be lower due daa to tho the decrease in the number at 0 students ts it will thero therefore foro bo be necessary to run on a reduced bud set get Tl irce years ago tho the diet district I 1 brict owed which had been reduced to 2 by the opening of school last kail ball the county commission and tile the state tax commission were petitioned for a two mill increase in ahe tax s levy which was granted on condition that all money from the ex tra two mills go toward the settlement of bonds bonda or toward teachers salaries this condition of course was waa accepted arid alid it was found possible to give the ibe teachers theli their salary plus a bon us the two mills in kane county raised about 2500 00 however wa were able careful plan ning 19 redeem 1 of tha bonds which leaves us a balance lit 00 this summer 1942 also finds ii a promise prom lao of two extra mills for this year yet tits the Increase sIn teachers salaries hava oil all ready amoun amounted teA to a thousand dollars more than we will receive from the two mills this means that with the buying power of tha dollar Ted reduced our program must be run on an extremely economical scale acae if we are to agai aga inbe able take lak a up front from five to seven thou I 1 sand ana 1 dollars worth of the bonds 1 however no wever sueh such are our plans and it can be done without the iba efficiency of our program vocational classes recent years have demonstrated just liow flow val vocational ca classes and training arel aie the last year or two some soma schools have developed and equip ped nd with the help of government agencies their shops and voca lional departments ta we have si watched this d development and ina im 1 ro with a great deal of longing and desire tor ter the same sama possibilities yet knowing that it Is impossible the primary duty of our public f schoola Is to provide educational aducat lonal ional I 1 r training gar if or citizen a demo cracy among the Impo important re P or of catiz citizenship enship Is that chati ot of participation in the work of at thil tha community every good citizen 10 la a worker and a producer halsal so eo eta an appreciative consumer who ahoi la Is affected by tho the interdependence of all occupations and tor for this should have anand know ledge and instruction in this field alie school shop can no longer justify its program it if students on ly make traditional objects obJect sout out or oc wood and then take them home as as I 1 continued cont inked on iback lc page i i 4 school choo 1 continued horn from page on one they did a generation ago abiad A modern program requires knuch more the entire occupational field la is open tor or exploration and study andi and till nil the nieth methods problems and needs of industry Ind may be considered buildings and grounds kanab has a beautiful location for or its school buildings situated as they are ard on a hill at the east end of main street however do Wever very little good can be e said of of the location or the ilie buildings except that they are in one ona ol 01 the most picturesque tur esque spots spot in the state the hill upon vo which litell they stand Is really just a clay point that never stays put the clay slipping and settling when it Is wet and opening into great wide cracks a it dries out in the short period of six from ten years the one building which was built ira in 1917 has received three or tour four major repairs re resulted salted in the actual re of the ture ie all outside walls and some rooms have been rep replaced laded and this year bear the wall at the et east corner ihas has migrated south about an inch even the new nen building which was constructed in 1936 Is developing wide cracks and parts are aie settling until doors will not open close students from the first to the twel veth grades are in one building while the home economics shop anti and music departments of the high schol are in the now new building in rny my opinion the situation here at kanab Is not a good one and I 1 recommend that chat as soon as peace Is restored to 16 our country and a post war building program sets in that the fhe board of education take steps to build a fine building on their property across the street west of the county court house in ther other parts of the county t the i 1 I 1 e buildings are in fine shape we ar are e installing a new furnace at glendale which will improve heating conditions considerably buildings throughout the county are being put into cape ifor for school all furniture benches and windows will be enre fully checked and repaired floors are being sealed all woodwork la is being varnished or stained or both blackboards slated and all in general is being given A i teal lit in the tall fall olf dt 1942 school will open the greatest number and variety valley of bf library and text borks that the children of tho the count lieve ever enjoyed many of the books were out of last bud budget gt yet will bd ba newa new tor for school this year most of them the supplies are on hand also beside the bonus that was given to the teachers tou chers this year any teather who amends summer school and returns to the county will be given an extra 2600 2500 this was to encourage summer school attendance and at the same time offer some inducement tor for the teachers to return the teacher situ situation aAlon for small email outlying districts has become very serious especially it if their assessed valuation Is low this means that they will not be able to compete tor teachers with the larger ds tricks under anywhere near equal conditions and the results must inevitably be that due to a dhigh percentage kt dt the qualified teachers being in defense industries and the army the larger districts will be able foai to attract trAct most moat of those who decide to continue tea teaching ching after persuading soini salme of our former teachers to re enlist in the work there will be taio p r ob lem iem of getting them properly certified |
