Show Board of Reviev Objectives Are Explained By Douglas Russell Member. Board of Review In December of 1961 a revision of the Planning iiid Zoning Ordinance Ordi-nance for Cedar City was adopted by fie Cedar City Council. Under the terms otfhe new or-, dinance a Board of Review was created to insure the citizens of the community fair treatment under the ordinance. The whole purpose of that portion por-tion of the ordinance is to improve im-prove the physical appearance of our community. Article V of the ordinance is printed in part for your information: "The City Council hereby finds that excessive deterioration and; dilapidation of buildings and presence of trash, rubbish, and debris on or about premises produces pro-duces degeneration and instability instabili-ty in property values, accentuates accentua-tes obsolescence of buildings, les-sens les-sens the wholesomeness and security se-curity of hone life ..." "In view rt this finding, no deteriorated or dilapidated building build-ing shall be permitted to remain re-main on any lot; ror shall any excessive amount of train, weeds, rubbish or debris be allowed to remain on any lot, which produces pro-duces one or more of the harmful harm-ful effects mentioned in above paragraph. "Whenever a building Is permitted per-mitted to deteriorate, and whenever when-ever trash, rubbish, weeds, or debris is permitted to remain on or about any premises to such an extent and to such a degree that one or more of the harmful effects ef-fects set forth in this chapter results therefrom, then the building build-ing inspector shall, and any citizen citi-zen may, notify the Board of Review Re-view of the existence and location loca-tion of such deteriorated building build-ing or trash, rubbish or debris." The forms necessary for submitting sub-mitting complaints to the Board f Review are now available from the office of Cedar City Cnrnnratinn. Upon receipt of a complaint the Board of Review may specify, among other things, the extent of renewal or removal and the time in which it must be done. A full report will be submitted to all parties concerned and the property owner may appeal an 'decision of the Beard of Review to the City Council by notifying the city clerk in writing of his desire to appeal within seven days after notification of the decision de-cision of requirements of the Board of Review. The City Council Coun-cil then retains the power to affirm af-firm or reverse any part or all of the board's decision. The Board of Review has no Intention of creating hardship or dealing unjustly with citizens. Our ony purpose Is to Improve our community and make Cedar City a cleaner, mc comfortable and safer place.
