One of tho evidences ofan increasing in-creasing public interest in disease dis-ease prevention is furnished by tho recent convictions of persons guilty of violating the quarantine laws and tho severity of the penalties imposed. In one instance in-stance occurring at Lehi a man who failed to report a case of contagious diseaso and refused to, obey quarantine rules was fined $50,00. . ,In tho town of Mammoth, the promoters of a public dance were convicted and fined for refusing to comply with the order of the board of health to suspend tho dance because. of tho prevalence of smallpox. Such examples of a determination determina-tion on the part of local authorities authori-ties to enforce sanitary laws will deter others from violating them t and result in great good to the ; public health. , Tho samo policy should be adopted in all localities in making mak-ing it effective. ' There can bo- no possible ex- tonuation for tho conduct of any ( person who knowingly conceals a contagious disease or otherwise ! endangers tho health nnd lives of others; and yet many good citizens who become aware of such lawlessness fail to report tho fact to tho,proper -authorities J,in.n,. . ,.. II i . d MMMW i-4 and health officers themselves frequently permit offenders to go unpunished rather than incur their ill-will. Also it has frequently fre-quently happened, that the law has been made a farce by justices, jus-tices, who failing to appreciate tho serious nature of such offences, have imposed trivial pealtfes after conviction in flagrant flag-rant cases. The State Board of Health will conduct or assist in prosecutfons when requested by local health officers. Attention is called to t e rules of the State Board of Health prohibiting the use of the common com-mon drinking cup on railway trains and at stations and in the puplje and private schools and state educational institutions, tho same to take effect February 1st, 1912. Local boards of health are requested re-quested to cooperate in the enforcement en-forcement of the rules and in case of their violation to report I to tho state board. |
