The turning back of the Tialronds to 'their nominal owners is the most striking symptom so far of tho transition tran-sition from wnr to peace. When the roads were taken over in December, 1917, it was the general belief that government operation would be prolonged pro-longed indefinitely. Mnny people, deceived de-ceived by the experience of European 1 countries, looked for so much grcnter efficiency under government control that the demand for government ownership own-ership would become irresistible. j The showing of the last two years has shattered this illusion.
