TIONS MADE BY BLOCKADE COMMITTEE AT ASSEMBLY League Blockade Committee Holds De. tails of Applying Barrier Cannot Be Determined In Advance Geneva Details of applying the economic eco-nomic boycott for any member violating viola-ting the regulations of the league of nations cannot be decided beforehand, the blockade committee of the assembly assem-bly reported Monday morning. It proposed pro-posed that the council of the league suggest a plan. In proposed resolutions resolu-tions it was provided that certain states, hi -ase of .special danger to them, might be released from blockade obligations. In addition to resolutions interpreting interpret-ing the covenant of the league, the committee proposed an amendment to article 1(1 of the covenant, which pro-v'des pro-v'des ror united action against a state violating the agreement. The amendment amend-ment follows: "The council or the league will give nn opinion whether a breach of the covenant has taken place. When the council gives such opinion, the votes of states chnrged with having committed H breach of tlte covenant and of states bringing the charge, whether they are members or the council under article 4 or have been specially summoned, shall not be reckoned in determining whether or not there has been a unanimous unani-mous decision." Another proposed amendment reads: "The council may.
