Show H , ! ! III I II II II I I H - Some complaint is being made; H and fault found with the city cotin- H cil on account of their intention to H assess a frontage tax for the laying H of the watcrmains, notice of which H appears in the pages of The Record. H The course the council is taking in H this matter is the only legal one, H" s - and is in the interest of all con- H cerncu;''Wvi hinds available for H the water works a'fc not sufficient to H ' admit of pipes being laid. along all H the streets of our city at present, V otherwise the tax would include all Vf- I tnc Montage in town. It is nroba- 1 H' blc that the owners of property H along the course of the proposed B line arc dissatisfied on account of being taxed while those whose H premises do not abut on this line arc H not taxed. To us it seems that if H any one is out of luck it is those passed whose homes the pipe line is B not to be laid at present. There is B- nothing more certain than that the H close proximity of the water main B will enhance the value of the proper ty it passes, much more than the B- amount of the tax; and if ever the H other property in the city gets a like convenience it will have a like ex r,' pense to meet. The preparation that H is being made for the assessing of HL a this tax is one of the best signs that Hl - x' we have had that the council are " moving in the matter of installing H the water system, if however the H owners of the property to be taxed ft by this move arc opposed to the H PTOPOsjiiQn.prjotefit.ygned.bj-lperi' L .M -H'WsoWrepresenting the ownership of p two thirds of the frontage of the pro- H' ) perty to be taxed, presented to the H '-!-- city council at any time before the B" time set by the council for the con H sideration of the levy, will operate B as a stay of proceedings. It should K' bq understood while the whole of F the property of the city is held for H the payment of the bonds which the B city will issue to procure the B necessary funds for the putting in of this water system, it is not at all B probable that any direct tax will be , required to pay the indebtedness. H 1 Experience has proven that this in- H debtedness can readily be met by H the water rates that arc paid by the B- users of water from the Mains. |
