Show MIXED MARRIAGES. Monsignor Martinelii, the apostolic delegate, is in receipt of an important brief from the Congregation of Kites in Rome, explaining the recently promulgated pro-mulgated decrees to be observed by the I Bishops during the holy year. i 'As originally published th American hierarchy deemed that the decree governing gov-erning the holy office suspended the rights of the Bishops in what is known as 'the foro externo. It was represented represent-ed that such a decree would work great disturbance in the relations of the Bishops and their flocks. One of the principal uses of authority author-ity in the foro externo is the removal of minor impediments to marriage either in cases- of remote consanguinity or of mixed faith of the applicants; although, al-though, in a large sense, the authority vested in the foro externo, or outer tribunal, includes every exercise cf ecclesiastical ec-clesiastical jurisdiction external to the tribunal of penance. When the complication arose Monsignor Monsig-nor Martinelii wrote to the Congregation Congrega-tion of Ritea explaining the situation in this country. The reply just received states that the faculties of the Bishops In the foro externo are not suspended. The apostolic delegate is prparing a circular to be distributed to all the Bishops, fully explaining the intention of the. recent brief, which will be mailed mail-ed in a few days. ' , ',.,. |
