Distressing official, statistics show that at the end of April out of a population of 35,750,000 in England and Wales there were 7S9.000 paupers, pau-pers, namely persons receiving public assistance. This figure over 22 per 1,000 of the population is one of the highest on record. London's paupers total 121,749, a ration of about 25 per 1,000. The Liberal party, though not exactly ex-actly a political friend of teetotalism, is indirectly helping to make Scotland a more sober nation. The remarkable remarka-ble decline in the consumption of whisky since the passage of the Liberal Lib-eral budget is increasing. The de- crease in convictions for drunkenness in all the towns of Scotland is also progressive. During the fiscal year there was nearly 27 per cent, or 7,000 convictions less than in the year preceding pre-ceding the budget. |
