PRICE FIVE CENTS. \LFOR PEOPLE OF UTAH 2 The framers of our State Constitution wisely imposed upon the legislature the duty of protecting the individual citizens from injury and oppression through combina tions of persons or associations for the purpose of controlling prices whether of manufacture, of commerce, of production, or of the cost of exchange for transportation, or through extortionate rates, or discrimination by individuals or corporations who enjoy the privileges of a quasi-public character. The coadition thus foreseen and proviied for by the Constitution makers has arisen in this state, as is now a matter of common knowlédge and official record. Prompt and effective measures should be taken for correcting abuses of the kind referred to which now exist and which may arise in the future to interfere with the welfare of the people. The affairs of such quasi-public corporations and associations should have publicity. Intelligent investigation of combinations and public service corporations will greatly aid the people of Utah and tend to establish just and fair dealing. Whatever action is taken should be in the spir it of conservatism and fairness to both individuals and corporate interests such as has characterized the past history of the state and which will make for the public good. For the attainment of this end, I recommend the creation of a public service commission to be composed of citizens of ability to deal with matters of such weighty importance, the commission to be clothed With ample powers to make regulations necessary to conserve the public welfare in this regird. Such a commission should be entirely accessible to all of the people upon all of the subjects within its jurisdiction; and the law should be sufficiently broad to include every pub‘ic utility operating within the state. , The prompt adjustment upon an equitable and inexpensive basis of the many difficulties and complaints arising in this class of business should be provided for in creating a commission of this character which would be beneficial to every interest involved.
