E Marks, who introduced the. first bill of the kind in the state, The principal features of the bill are a strong clause for the punishment of adults | contributing to the delinquency of enildren, the governor will be given power to appoint judges in the.four larger counties of the state and in other counties the office will be eleclive; the right of appeal-is allowed. to the district courts, and it also provides for the conduct of Institutions for the care of children The bill closely adheres to the Colorado law, which has established one of the best records in the United States Another feature of the law is that the court may appomt counsel for children or allow a lawyer to appear before it in behalf of a child The eourt Is also given the right of punishing for contempt The bill provides that a judge shall be elected for two years and is to be elected at the next election, in all counties except Salt Lake, Weber Cache and Utah.
