1714 and during that time her solicitor general and attorney talbot and york were instrumental in causing her lord chief justice to render an opinion to the effect that no slave was in the possession of any right which his english master was under the slightest obligations to respect one hundred and eighty three years have elapsed since the lord chief justice of england rendered that infamous decision and from that time to the present all of the highly civilized civil used and christianized Christiani zed nations and states throughout the entire world have enacted class legislation with only one object in view namely to circumscribe the rights and liberties of the negro race in order to verify the statement which we have made in atef reference arence to class legislation we will very briefly review the class legislation which has been enacted by bi the various states of the union during the past hundred years for the purpose of retarding the progress of the negro in 1788 the state of massachusetts passed a law to A the e effect th chajt 4 if an african or negro not born there and not in bondage should tarry tam within the state for a longer term than two months he was to be imprisoned at hard labor until the next session of court and if found guilty be whipped with ten stripes and ordered out of the state with within in ten days and it if he went not the same game couric ago nevertheless no negro was permitted to ire frequent quent a first class hotel or to occupy a respectable seat in any theater throughout through ont that state until 1895 THE FUGITIVE SLAVE LAW in 1848 abraham lincoln daniel webster william H seward charlow weed and a number of other great leaders of the whig i party succeeded in nominating zachariah taylor for president of the united states who was the owner of three hundred slaves and that distinguished gentleman and millard fillmore of new york were inducted into their respective offices on the ath day of march 1849 but president taylor expired on july 9 1850 and then millard fillmore became president and during his reign the fugitive slave law was enacted which was by far the most atrocious measure enacted iu in this or in any any other country in the world commissioners were appointed by president fillmore and they received ten dollars whenever they adjudged a negro to be a slave but they only received five dollars if they decided that the negro was entitled to his freedom it is fair to presume that the great majority of the commissioners were always in favor of earning the ten dollar fee to be continued
