The following document is the report submitted by the committee on water works, in reply t e resolutions and petition presented by citizens who desired that the Council re-consider the water works proposition and give the reservoir project the preference. In comparing com-paring the signatures with the names of the tax-payers on the city tax-list, we lind -IS names which are not on the tax-roll. Of the balance, 1-1 have bad their taxes, amounting to$2S.05, remitt-d as widows, poor, etc, thus leaving 1-1-1 who could be recognized as genuine tax-payers, and a number num-ber of these have made application to have their (axes remitted. By further investigation, we find there are many others who claim their names were procured to this petition pe-tition by deception. In further considering the subject, sub-ject, we find that there are 31 tax-payers, exclusive of Mantua, whose names are not on the petition. peti-tion. Your committee further finds that the City Council voted to bond the city for the sum of j $27,000.00 to construct a system of water works. Messrs. Blair tt Co.. bankers, of Wall Street, New York City, contracted with the city to buy those bonds at par. The contract con-tract was signed Jan. 30th, 1802 by Ceo. F. Peuhale for Blair & Co.. ami Jos. M. Jensen, Mayor, and (lco. L. Ciraebl, Jr., Recorder, for the city. As a guarantee of good faith, Messrs. 1.1 lair & Co. have deposited o percent with the National Rank of the Republic, New Vork City, to the credit of Brigham cily, according to contract. con-tract. The con tract having been accepted, the city is now bound to take Ihe money and issue these bonds, or submit lo a cosily lawsuit, law-suit, which would injure the credit of our city more than anything else could. We further lind that the money received from these bonds will have to be used as per resolution of City Council, to procure water and for the construction of water works lor Brigham City. In consideration of the steps the City Council have taken, which cannot be retraced, and also that the majority of the lax-payers of Brigham city are in favor of the action taken by the City Council, we recommend the petition he not 1 granted.
