Show SECRETARY OF WAR GARRISON RESIGNS BREAK BETWEEN PRESIDENT AND SECRETARY OF WAR RESULTS RE-SULTS IN RESIGNATION. Elimination of Continental Army Plan and the Philippine Measure Said to Have Been Cause of Split in the Cabinet. Washington. Secretary Liudley M. Garrison resigned on Thursday. February Feb-ruary 10, because President Wilson would not "irrevocably" support the continental army plan and because he opposes the administration's program of setting a definite time for Philippine Philip-pine 'independence. President Wilson accepted the resignation, resig-nation, and has not as yet selected a successor. The president himself probably will take personal charge of the administration's national defense plans in congress. Assistant Secretary Breckinridge also resigned as a mark of loyalty to his chief, whose views he shared. The president accepted his resignation. Both take effect immediately. Major General Hugh L. Scott, chief of staff of the army, automatically becomes secretary of war, ad interim. It is known that one of Secretary Garrison's principal reasons for his conviction that only a federal continental conti-nental army, instead of a reorganized national guard, could be the main military mili-tary dependence of the nation, was his belief that some day the United States LINDLEY M. Upon the contention on the one hand that the continental army or ultimately ul-timately universal service was the nation's na-tion's only reliance, and the position, on the other hand, that no one plan could be enforced upon congress, President Pres-ident Wilson and his secretary of war parted official company. Mr. Garrison's resignation was a complete surprise to official Washington Washing-ton generally. He made no personal explanation. Several hours before the official announcement, he had boarded a train with his wife for New York, and word had been passed at the department de-partment that he had gone for an indefinite in-definite stay. The acute difference of opinion which led to the break began early In the year, when opposition to the continental con-tinental army plan began developing in congress. When the president went into the middle west recently to speak on national na-tional defense, it'was understood that lie undertook the trip partially at the suggestion of Mr. Garrison. During the tour the president spoke at every meeting in favor of the Garrison army plan, but said that he was not particular particu-lar about details as long as a reserve of approximately 500.000 trained men was secured. It was said that Mr. Wilson's failure to refuse any compromise com-promise on the subject in his speeches speech-es was the direct cause of Mr. Garrison's Garri-son's resignation. |
