Grants the People a Greaier Degree of Liberty Than They Have Ever Before Be-fore Enjoyed and Lessens Possibility Pos-sibility of Dictatorship. New York. A copy of the constitution constitu-tion promulgated by the provisional government of Nicaragua has just been received in New York. A translation trans-lation of the instrument shows that it differs in several important respects from the constitution in effect during the thirteen years of the Zelaya rule. It grants to the people a greater degree de-gree of liberty than they ever Defore enjoyed and lessens the possibility of a repetition of the dictatorship under which the republic suffered during the Zelaya regime. Article 6, divided into sixteen paragraphs, par-agraphs, gives to the Nicaraguans certain cer-tain rights which heretofore they have never known. The first paragraph grants to all liberty, individual security secur-ity and equality. The right to exercise exer-cise the writ of habeas corpus Is a'.so given. The new constitution establishes estab-lishes the right of defense and Jury trial and of the publicity of hearings and guarantees the privacy of letter and telegraphic communication. There will be no death penalty or punishment punish-ment by the lash or other torture. Article 9 aims to do away with the Zelaya practice of arbitrarily exiling persons from the territory for , personal per-sonal reasons and for indefinite periods. |
