B Provided, however, that the Mayor may give permission for public pyro- B technical, celebrations, exhibitions, or displays, under safe and proper super-B super-B ; vision, which permission must be in writing and must specify the time m when and the plnco where any such B celebration, exhibition, or display shall be held, given or take place.
