Show Panguitch City Council PANGUITCH - Panguitch Mayor Janet Oldham, along with City Manager Allen Henrie, Deputy City Recorder Donna Osborn and Treasurer Carla Famsworth and council members Art Cooper, John Orton, and Leland Pollock were all present at the meeting on Tuesday evening, Apr. 13 meeting meet-ing of the Panguitch City Council. Also present was Attorney Wallace Lee and Triple C Arena Manager Scott Christensen. Upcoming Meetings A motion was made and passed all in favor for City Manager Allen Henrie to attend the RC&D Convention in Park City Apr. 21-23. It was announced that no one . was registered to attend the Utah League of Cities and Towns meetings set in St. George for Apr. 15-16. Police -Executive Session A motion was made to table the executive session agenda item. Curb and Gutter Attorney Wallace Lee informed the city council that the cost of this project would be low enough that it would not need to be put out for bids. A motion was made and passed all in favor to approve funding for one-half the cost of curb and gutter and apron approaches at 10 South Main, with the property owner to be responsible for the remaining cost of the project. Baseball Complex -Barbeque Area A volunteer group headed by Barbara Leach would like to put in a nice brick barbeque to be located behind the bathrooms at the baseball complex. This would allow more space inside the concession stands. Long range goals for the baseball complex would include a flag pole and picnic tables. The group is proposing that the city pay for the materials for the barbeque bar-beque and volunteers will pro- vide the labor. The Mayor recommended rec-ommended that group get bids for costs of materials. Also, the city must check on the insurance issues. Mayor Oldham instructed instruct-ed that this item be placed on the agenda for the next city council meeting. Recreation Director Report Greg Excell informed the council that the Annual 8th Grade Basketball Tournament held in March was a success with 16 teams participating. The motels and businesses in Panguitch reported a significant positive impact from this event. A Softball tournament is anticipated for May and the Ice Breaker Baseball Tournament will be held June 2-4. The Southwest Regional Baseball Tournament will be held July 22-28. The council would like to see more sponsor participation in helping to defray the costs of the tournaments hosted by Panguitch City. Business Licenses Shannon Bosia has applied for a business license as a nail technician. Her business is called "A Wing and a Nail" and will be located at 575 East Center Street in connection with Mangum's Mini Mart. Jason Orton has applied for a business license for Orton Tire, formerly Leland's Tire Shop. This business is located at 10 East Center, behind Leland's Chevron. A motion was made and passed all in favor to approve both licenses with the stipulation stipula-tion that each business meeting all codes, regulations, and criteria crite-ria established by the city. Industrial Park A. Leases - Attorney Lee -Attorney Wallace Lee informed the city council of progress in negotiations with Tom Simkins on the purchase of Jim Cook's business at the Industrial Park. Simkins has signed a purchase agreement with Cook in the amount of $70,000. If the council coun-cil approves, Simkins will assume Mr. Cook's lease with the city. Ideally the city would like to negotiate a new lease on this property. B. Costs to Lease Ground -Further investigation is needed to ascertain what, if any, lease prices have been set by the city. C. Lease - Ken & Ren Construction, Tom Simkins, Bob Surface, Jim Cook and K & D Forest Products The council would like to meet with Bob Surface in person and have him explain his intent for the property he is interested in at the Industrial Park. The city is waiting for appraisals on the property K & D Forest Products is interested in. Jason Reynolds of Ken and Ren Construction was in attendance atten-dance to explain their needs at the Industrial Park. They have a piece of old Kaibab property but they need more width to allow access for semi's. A motion was made and passed all in favor to schedule a workshop at 5 p.m. on Monday, Apr. 19 to discuss criteria for selling and leasing property at ii;e Industrial Park. Fire Station Usage Plan Allen Henrie distributed a draft of a policy for the use of he Fire Station building. A motion was made and passed all n favor to adopt the policy for use at the fire station building. Deputy Treasurer A motion was made and passed all in favor that Allen K. Henrie be appointed and listed as the Deputy Treasurer for Panguiteh City. Budget Workshop A motion was made and passed all in favor to schedule a budget workshop for Monday, May 3 at 6 p.m. Triple C Arena Website Design Garfield County Clerk Caniille Moore and Travel Council Director Bruce Fullmer presented a proposal that the Triple C Arena have a website to be set up by Mark Wade On Line Web of St. George. Wade also designed and maintains the Travel Council website. The Triple C website would be linked to the Travel Council website and would be multi-I'aeeted multi-I'aeeted to give information to event planners as well as participants partic-ipants and spectators. A fee of 000 is needed to design the site and $1,000 annually for maintenance of the site. The site would be up and functioning in 2 to 3 weeks. Camille explained iiiat the city could make a budget budg-et settlement with the county so i hat the payment can come out of next year's budget. A motion was made and passed all in favor to have the site designed and set up. Other Events Scott Christerisen reported that ticket sales for the Charlie Daniels Band Concert reached the $23,095. as of Apr. 12. Other upcoming events include li e Little Britches Rodeo on Apr. 30; Western Legends has rented the Triple C for a concert and cowboy poetry readings on May 15. The city will get concessions con-cessions and part of the gate for this event. Team sorting is slated slat-ed for May 28-31 and will involve 250 individuals. A motion was made to recess for personal privileges at 7:50 p.m. The council meeting was reconvened at 8 p.m. Water Project The city has conducted a thorough walk-through and work will begin on this project die last part of April. Department Reports The growth area map distributed distrib-uted to the city council members : (s briefly discussed. Leland Pollock expressed concern about the fertilization and watering of the Baseball Complex. John Orton recommended recom-mended that soil samples be take to make sure the correct fertilizers fertiliz-ers are used. Greg Excell will ( heck with Kevin Heaton on the results of the soil sample tests. Ait Cooper reported that the Lions Club has officially endorsed $5,000 and volunteer labor for playground equipment at the city park. Rural Development Grant money will also help with this project. Art Cooper also brought to the council's attention that employees of the businesses on Main Street, especially the Hospital Thrift Store workers are parking in the customer parking on Main street. Mayor Oldham will discuss this with ihose employees. The police and justice court leports were reviewed. The meeting adjourned at 9 p.m. The Panguitch City Council met on Apr. 27 for its regular meeting with Mayor Janet Oldham and the following council coun-cil members present: J. Arthur Cooper, Randy Hatch, Denny Orton. and John Orton. Also present were City Manager Allen K. Flenrie, City Recorder Cindy B. Johnson and Attorney Wallace Lee. Council member Leland Pollock was not present. Business License Application The council unanimously approved a business license for Jed LeFevre to operate Jed's Auto and ATV Repair. Panguitch Area Transportation Plan Utah Department of Transportation representatives Walt Steinvorth and Robert Kelley presented two drafts, two hard copies and one on CD for the council to review. The project proj-ect plan was prepared by a group of people who outlined the plan; the council commended commend-ed their work. Subdivision Ordinance Public Hearing Mayor Oldham opened the Public Hearing at 7:05 on the proposed subdivision ordinance. An update of the current ordinance ordi-nance was needed, resulting in the Planning Commission meeting meet-ing and preparing the proposed ordinance. Planning Commission member Jerry LeFevre was present to voice the Planning Commission's opinion. With no public comment com-ment forthcoming, Oldham closed the hearing at 7:09 p.m. Art Cooper moved and Denny Orton seconded to approve and adopt the subdivision ordinance the Planning Commission had prepared. The motion passed unanimously. Public Hearing Sewer Ordinance Amendment Mayor Oldham opened the Public Hearing on the Sewer Ordinance Amendment at 7:30 p.m. City Manager Henrie explained the problem with the current sewer ordinance which discussed the line from the citizen citi-zen to the main line and where responsibility lay when the clog is on the citizen's side. City officials felt that citizens assume responsibility under those circumstances. cir-cumstances. With no public! comment, Oldham closed the hearing at 7:45 p.m. Denny Orton moved and Art Cooper seconded to approve the proposed pro-posed sewer ordinance 2004-stating 2004-stating that the home owner is responsible for any clog until it reaches the main line. Passed unanimously. Industrial Park- New Lease Policy Attorney Lee prepared an ordinance outlining the policy used to rent or sell the industrial park land. The City Council reviewed the proposed ordinance ordi-nance and asked that it contain verbiage to protect the city. The appraisal on the north corner lot of Sawyer Welding was underway under-way and expected to be concluded conclud-ed by the next City Council meeting. It was expected to give the city an idea about the value of industrial park properties. proper-ties. Before selling land, the council wants to be certain that the business is viable. Much discussion and various suggestions sugges-tions made followed regarding developing policy to ensure the business would be up and running run-ning before following through with sale. Two businesses had expressed interest to purchase property, K & D Forest Products and Ken & Ren Construction. Several suggestions were made for lease, and eventual purchase if all other requirements were met. No decision was made on K & D Forest Products pending completion of the appraisal. Denny Orton moved and Art Cooper seconded to lease a lot to Ken & Ren Construction at $300 a month on a one-year renewable lease, with an option to purchase the property at fair market value at any time during the lease period with the stipulation stipula-tion that they have a business up and running within a year. Under the current lease, they may apply the amount paid to the purchase of the property. Passed unanimously. City-Wide Cleanup May IS City-wide cleanup was set for May 15 with those involved to meet at the City Office at 8 a.m. The Council asked for volunteers, volun-teers, stating that without them, the City would no longer be able to continue the service. Baseball Complex Barbecue Area John Orton moved and Denny Orton seconded to table the item until further notice. Water Policy Culinary and Secondary City Manager Henrie asked to send a notice to the public regarding the City's water usage policy. The City was currently asking that no outside watering take place between the hours of 10 a.m. and 6 p.m. Social Hall Lighting The Quilt Walk Committee had asked the City to purchase lighting for the its plays. There was $5000 in the budget for the purchase, with one bid received. The council reviewed the single bid and asked the Quilt Walk Play Chairman to obtain a second sec-ond bid. Multi Purpose Event Center Henrie reported on the executive execu-tive board meeting held earlier in the day which included upcoming events. Garfield County was to pave some of the area in the front of the arena over to the bridge on the west side. Water Project John Chartier reported that only one bid, from Gerber Construction at $162,000 had come in which was $50,000 higher than anticipated. Chartier recommended deleting four line items, bringing the bid within $1000. Mayor Oldham suggested applying for a grant to complete the entire project, including the tank restoration. Denny Orton moved and Art Cooper seconded to accept the Gerber Construction bid and authorize application for a grant. Passed unanimously. Pending Business The pending business list was edited. Department Reports Airport Runway The date had not been set for repair. Panguitch City needed to seek bids on the runway repair. Roads Two-thirds of the City's roads were set for chip seal during the summer months. Franchise Fees The City needs an ordinance stating it will charge a franchise fee for cell phone usage. By motion and unanimous voted the council approved paying pay-ing the City's current bills. The meeting adjourned at 10:15 p.m. |
