In the judgment of the Panguitch City Council, it is necessary to impose a franchise tax upon the public utilities, and businesses in competition therewith, within Panguitch Pan-guitch City, Therefore, IT IS HEREBY ORDAINED BY THE CITY COUNCIL OF PANGUITCH PAN-GUITCH CITY GARFIELD COUNTY, STATE OF UTAH, as follows: 1. There is hereby levied upon the business of every person or company engaged in the supplying of telephone, natural gas, or electric energy service as public utilities, within Panguitch City, Utah; and upon the business of every person or company engaged in the supplying supply-ing of telephone, natural gas, or electric energy service, in competition competi-tion with public utilities, within Panguitch City, Utah, an annual license tax equal to two percent (2) of the gross revenue derived from the sale and use of the services of such utilities, or from the sale and use of such competitive services, ser-vices, sold, used, or delivered within with-in the corporate limits of Panguitch City, from and after May 1, 1988. 2.
