Show PROBLEMS OF TAXATION ABLY DISCUSSED AT convention A convention ot of the taxpayers of 0 box elder county held under the auspices of 0 the box elder county committee ot of the utah taxpayers association was held at 2 saturday afternoon at the commercial club rooms in this city present irom from the state association were judge henry H chairman and A G mackenzie ot of salt lake city and J W abbott ot of ogden besides the officers ot of the local association and representatives from this city and UA county chairman J E halverson called the meeting to order the purpose 0 f which he said was to solve some ot of our tax problems he reviewed the work of 0 the local committee in box elder county ile he said taxes a at the price pric eve we pay tor for government with two exceptions that of education and roads ile he said aid we should have hase the best we can nget but we are only entitled to what we can afford he advocated the employment of efficient incumbents in public office I 1 county clerk P russell wight gave a comprehensive discussion ot of the subject the value of the budgetary Buge tary system mr wight analyzed the county budget law as passed by the last legislature and emphasized the importance ot of the enforcement ot of this law I 1 senator J john ohn W peters treated the subjects our legislative needs and the value ot of an independent audit ile he said the problem with the legislation should be passed in many instances be said laws come before the legislature to be voted upon before the members have had time to acquaint themselves fully concerning them they are so numerous that the average lawmaker has not the time to properly digest all of the enactments and sometimes they are passed without a lull full understanding of how they will operate he felt that better results would obtain it if the legislators could meet receive copies of all proposed enactments and then have a I 1 given time to study them carefully be fore the time of taking final action lie agave examples of many bills that come before the legislature that are not lully fully understood or had not been given due consideration by their sponsors and their operation whet when placed on the statutes are opposite to what they were really intended to be the senator endorsed the independent budget system and said a competent accountant should audit the books of the various counties 0 of the state every two years john A ward of 0 willard discussed the subject the necessity for the taxing movement anil and what mat the taxpayers association has accomplished the first thought he said in the spending of public money should be that of constructive economy he felt that too much money could not be spent on schools it if this money was wisely appropriated 1 I believe the building of hard surfaced roads is con tive economy he said but he was not of the opinion that the building of dirt roads which required a heavy expense in upkeep was constructive tive economy ile he said the only true way to place value on real estate was by its productive quality it if we want economy must be consistent and not ask lor for things we cannot at afford aford eli F lee of the box elder high school faculty gave a comprehensive talk on where the tax dollar goes I 1 using charts to emphasize his subject hiss address appears in full on page two of this issue mr mackenzie Mac Kenzle of the state tax association I 1 so told of the evil effects of bonding and then taking the money and throwing it into the general fund tor for other purposes and letting the tends bonds go on unpaid when one county I 1 gets extravagant extra vagan t others are prone to follow he said and advised that we i do not set this bad example and thus upset the purpose of the tax association cia tion mr abbott advocated less costly I 1 school buildings and more efficient teachers and a matter of better educational cat eat ional attainment we exceed our purpose in school buildings he said I 1 and instead of supplying our children I 1 with plain comfortable quarters we a are re endeavoring to give them college bildings with every modern equipment he suggested more practical education we are spoiling our boys and girls ho he said by throwing too I 1 I 1 much luxury around them in the public schools we should put on the brakes 1 judge chairman 0 of the state committee complimented mr lee on the able manner in which he told where the tax dollar goes agoes if you can study out the ius ills in taxing and solve these ills you have done something he said we as aa a state committee he be said cannot consider only the mero mere levying or 0 taxes we must most co consider nider expenditures he said it is common in making budgets of various departments to always ask tor for enough and to place the amount sufficiently high these amounts must be looked into and cut down it if possible to practice constructive construct ice economy the thing to do in public affairs he said is to cut down all we can ile ho thought it unprofitable to employ public officials through sympathetic means but rather favored efficiency as the m main qualification he urged the taxpayers to attend public hearings and to keep in touch with the various tax budgets he said some counties do not have an organized program but box elder was not in this class and had shown marked improvement pro in matters of taxation due to its live taxing committee ile he complimented ted senator peters on his efficient chent work in the state senate hel he favored a competent attorney in the thel legislature to give expert opinion afi of the passage of pending enact enactments enactment men ts ile he said he ha was very much in dav favor or of the independent audit as a progressive measure the independent audit will cause the proper expenditure ot of I 1 county funds he said in speaking of kofl education he said he would like to see uniform inexpensive build buildings gs and higher paid and more effi efficient clent educators rt it is education we w want ant to put into our children in co conclusion ision lie he said let us start now to cut down expenditures and the taxes will take care of fishburn the committee was empowered to till fill the vacancies caused by the death of C W knudson and R L bush E W dunn was secretary of the meeting and the musical program included clouded a solo by
