We are anticipating that there will be made available to the Five County Southwestern District approximately ap-proximately $100,000 in Title XX monies for the period of July 1, 1986 through June 30, 1987. Garkane Power Associaton, Inc. is i announcing that it is making an applica tion for a loan from the Rural Electrification Administration which will provide for the construction con-struction of approximately 12.9 miles of 69,000 volt transmission power line. The proposed construction con-struction program consists of a two pole, "H" frame type construction power line, using an 80 foot Right-of-Way from Garkane's Henrieville, Utah Substation to approximately one mile west of Garkane's Bryce Canyon, Utah Substation in Garfield County. The power line will be terminated where a 69,000 volt temporary substation will be constructed on approximately one acre of land j owned by a private individual. Description of Project: The proposed project would be located on private lands as well as lands of the Dixie National Forest and the Bureau of Land Management, and would consist of: (1) an existing earth and wood diversion dam, 2.5 feet high and 6.5 feet long; (2) and existing intake structure and an aluminum conduit, 8 inches in diameter and 1.5 miles long; (3) a new powerhouse, 15 feet long, 9 feet wide and 9.5 feet high, with an installed in-stalled capacity of 101 kw and operating under a head of 500 feet; (4) a tailrace discharging into an irrigation system; (5) a new transmission tran-smission line, 1.9 miles long, interconnecting in-terconnecting with an existing Utah Power & Light Company line; and (6) appurtenant facilities. The Applicant estimates that the average annual energy output would be 752,046 KWh. k. Purpose of Project: Project energy would be sold to the Utah Power and Light Company. 1. A preliminary permit, if issued, does not authorize construction. Applicant seeks issuance of a preliminary permit to investigate project design alternatives, financial feasibility, environmental effects of project construction and operation, and project power potential. Depending upon the outcome of the studies, the Applicant Ap-plicant would decide whether to proceed with an application for development. Applicant estimates that the cost of the studies under permit would be $8,300. m. This notice also consists of the following paragraphs: A5, A7, A9, B, C, D2. A5. Preliminary Permit Anyone desiring to file a competing application ap-plication for preliminary permit for a proposed project must submit the competing application itself, or a notice of intent to file such an application, ap-plication, to the Commission on or before the specified comment date for the particular application (see 18 CFR 4.36 (1985)). Submission of a timely notice of intent allows an interested person to file the competing com-peting preliminary permit application ap-plication no later than 30 days after the specified comment date for the particular application. A competing preliminary permit application must conform with 18 CFR 4.30(b) (1) and (9) and 4.36. A7. Preliminary Permit Any qualified development applicant desiring to file a competing development application must submit to the Commission, on or before the specified comment date for the particular application, either a competing development application ap-plication or a notice of intent to file such an application. Submission of a timely notice of intent to file a development application allows an interested person to file the competing com-peting application no later than 120 days after the specified comment date for the particular application. A competing license application must conform with 18 CFR 4.30(b) (1) and (9) and 4.36. A9. Notice of intent A notice of intent must specify the exact name, business address, and telephone number of the prospective applicant, ap-plicant, include an unequivocal statement of intent to submit, if such an application may be filed, either (Da preliminary permit application or (2) a development application (specify which type of application), and be served on the applicant(s) named in this public notice. B. Comments, Protests, or Motions to Intervene - Anyone may submit comments, a protest, or a motion to intervene in accordance with the requirements of the Rules of Practice and Procedure, 18 C.F.R. SS385.210, .211, .214. In determining the appropriate action to take, the Commission will consider con-sider all protests or other comments filed, but only those who file a motion to intervene in accordance with the Commission's Rules may become a party to the proceeding.
