Show the small junior college and its future place by supt bupt C II 11 skidmore Skid some twenty years have passed since the advantages of the SMALL COLLEGE over the very large college were pointed out by leading educational journals of our country for many years the leading colleges have divided their work into two divisions namely the first two years ot of college have been placed upon what Is called a junior college basis and the two upper years upon a senior college basis in the meantime the high schools have como come into such prominence and have been so well patronized that the question has naturally arisen shall junior college work under favorable tavo rable conditions bo established along with these large high schools in fact some of the states have already set on toot foot such a movement some leading school men havo have already stated that the next big step tn in the reorganization ot of our school system will provide tor for a place tor for two years ot of junior college work along with senior high school work and leave the field beyond this open to the higher institutions tut ions were this plan generally adopted we should then have six grades in the elementary schools tour four grades in the junior high school and tour four years in the senior high school the latter two years would be placed upon a basis as high as that ot of the present junior college in some instances two or more high schools may wish to unite in the establishment ot of a small junior college 1 in a convenient central place and much nearer home than are the present colleges our high school graduates who are only from 17 to 19 years of 0 age might be much better cared tor for here than in larger centers farther away when these ideas were first presented to the box elder eider commercial club one year ago where there were present representative citizens they were received with en enthusiasm thusia sm A motion was made and passed without wit opposing vote that it be the sense of the meeting that the club go on record as favoring an effort to procure such legislation as will make such a plan of school organization possible in box elder county As the legislature was not in session at that time little could be done but recently these ideas have again come before the committees and officers of 0 the club and have been received with even greater favor than before both the committee on education and the committee on legislative matters have given their unanimous approval of a bill which has been drawn up and which has been drawn up tip and which it if passed by the present legislature will make such a plan possible under certain conditions this bill provides vides that it if the voters and taxpayers of a district or of two or more districts jointly declare in favor of 0 the establishment of junior college work a special tax may be levied tor for one or more years for this purpose however such a district or districts jointly must have first at least high school graduates at the end of any one year the teachers of said junior college would have to procure from the state board of education certificates of junior college grade the board of education would have the authority to prescribe the subjects to be taught in accordance with standard requirements it may use buildings already erected in the district or new buildings that might be erected it may give one or two years work as it may see tit fit and as the people may request should only one years work be provided in this way it is very clear that it would be a great advantage to box elder county and to other counties quite remote from educational institutions above high school grade there is no question about whether such a 1 junior college would be patronized it placed within reach of our high school graduates many of whom can not now nov afford to go away to school at the present time there are more than of our graduates going elsewhere to college and are expending from to each for board clothes books and other school necessities this expense could easily bo be reduced more than halt half and what is of more importance is the fact that probably twice as many students would be able to get at least one on year ot or college work again our state institutions of college and university grades are hardly able to cope with the demands made upon them and the great number of students attending them is gradually increasing the financial aid now provided by the state is inadequate tor for present needs to say nothing of the growing demands perhaps these institutions would welcome the small relief relict which would como come to them it if such a plan were adopted and a bill passed which would permit at THEIR OPTION a district or group ot of districts to establish a small junior college in their midst |
