Show MINUTES OF Ci CITY COUNCIL city council met in regular session tu tuesday aday evening oct 23 at 7 those present mayor simonsen councilmen councilman glover jensen bargeron But iderson and johnson mayor simonsen submitted report from froin the following on the matter 0 I 1 halting hailing and maple springs in mantua A S bedell bedall state sanitary engineer dated sept 28 1923 herman ajr rearms I 1 S state stat c chemist Cherril st dated aug 25 1923 with chemical analyses of earlier earlien dite date attached thereto L L dairies state bacteriologist wm win petersen geologist for the state dated bated sept 26 1923 H K burton supt bupt salt lake waterworks Water works dated oct 15 1923 upon motion which carried unanimously these reports were accepted and the mayor instructed to ex express p r e s ts the appreciation of brigham c cites i t y administration for the valuable services rendered reports ordered filed william jeppson and jos A west were present mr jeppson informed council that at a mass meeting held in the stake tabernacle thursday evening oct 18 for the purpose of hearing reports and to discuss the matter of the halting hailing and maple springs a motion prevailed and carried that a ballot be provided at the polls at the coming municipal election whereby the people could designate their choice of water supply in mantua further that he and mr james knudson were appointed a committee they to choose a third member to confer with the city council in the matter mr jeppson further stated that the vote was not to bo be construed as to govern the action of the city council but merely to indicate the sentiment of the people after discussion it appeared that a legal que question stion might be involved and it was therefore thir defoie deemed advisable to refer thi question to the city attorney for his written opinion mr west gave his views concerning the survey for pipe lines made in mantua and he was invited by the I 1 mayor in behalf of council to cooperate with them and help in checking up all surveys mayor butth further er informed the committee that if they could name one or more who could be secured to check aeck up on reports rendered and to give additional light and I 1 ih information formation concerning the springs of afi I 1 mantua that such help would be gladly I 1 welcomed by the city 0 officers j manager roskelley presented report from dr dairies daines which showed con cor conj I 1 j tami lamination nation of the halting hailing spring and I 1 stated that he had given the spring and the concrete work which surrounds I 1 it a thorough inspection and discover I 1 1 ed that drainage from the outside entered in in the north end of the con crete housing of cf tse spring through gha a pitie pipe which had been placed there ap patently parent ly for the collection of additional addition al water manager further reported that 1 this connection with the outside has 1 been closed and that samples are taken of thi the spring at regular intervals and that in his opinion the contamination appearing hereto heretofore forChas has been due toi to I 1 the faba and conditions herein meni men i tinned tio ned report accepted manager manage r recommended that 4 inch drain tile be laid along of the cites waterworks water works distribution lines in mantua near the Joh johnson rison home and i that the excavation be filled in in order to avoid a danger hazard adopted moved by bunderson and seconded by bargeron that recorder be instructed to notify palmer bond and mortgage co of salt lake city that coun conn I 1 oil cil desires to take the full amount of i the proposed loan in accordance with agreement attached to resolution passed by council october 9 1923 carried mr R H jones representing C jones and M jones as owners ap feared and presented claim as follows 1 for use and occupation of premises for city water pipe line across the S t W corne the N W of sec 19 township 10 N I 1 west from july 1918 to july 1923 for 5 years at 33 13 1 3 cents per day moved by bunderson and seconded by johnson that claim be referred to city attorney for investigation and report carried mr 1 L L hammond abst engineer 0 S L R R co appeared in tle the matter of ordinance previously submitted relative to desire of said R I 1 R co to i construct and operate spur track across forest and eighth west streets moved Move dby by glover and seconded by johnson that the said ordinance be bejil aced upon its third and last read i itz |
