to meet obligations for the remainder of the year in the sum of 86 after deducting outstanding warrants to the amount of but that Is not all brigham city can me meet et all its bonded indebtedness wit without halt undue sacrifice or embarrassment the moment bond issues are due on september 1 1922 electric light bonds in the sum of will ill fe duco dueane and there is on hand in the bond 1 interest and sinking fund to meet this debt leaving a large balance on hand drawing interest to apply on other bond issues issues under this tern tem of laying aside a sufficient sum each year in the sinking fund to draw I 1 interest all future bond issues can bej taken up long before they are due and baidoff pa idoff and the taxpayers will not be burdened with excessive taxation in fact the tax levy can be reduced which has been done this year as the utilities owned bythe city are bringing in a good revenue only 1916 mills have been levied this year to take care of the current running expenses expenses of the city in other words aside I 1 from the obligations long of tho the city aich A have been incurred by vote of the property owners either now or in times past and which must be paid for by levies as provided by law there is this year but levied for general expense whatever else it takes to carry on the affairs of the city is provided by the investments brigham city has in its splendid pub tic lie utilities electric light and a nd wt water t er systems 4 this information together with the tabulated figures following this article 1 i secured from the records in the recorders office is passed on to the taxpayers and the public generally by this paper for two reasons first the taxpayers taxpayer s are entitled to know of the financial condition of their city and second the have proven themselves experts as accountants and they are keeping the affairs of the city in the same businesslike business like way big business is handled by large corporations under the direction of the city manager every ever item of income and every expenditure pend iture are carefully recorded and at least once every month a statement just as comprehensive as the one following is prepared and filed with the city council the following tabulated statement deals only with the cash and revenue items of the city for the current year and makes no attempt to classify or list any of the various properties or utilities which idich the city owns such as the water system or the electric light plant or distributing systems but the statement s tat ement is a definite guide is as to what nhat can be expected during the remainder ina inder of the year there is no guessing going on chance financing has hag been done away ith and everything is reduced to figures m which point out the way as definitely as the compass indicates the direction of the north pole the bond section shows exactly the condition of the various bond issues giving the maturity date the interest rate the face or maturity value and the present accumulated sinking fund established for each issue every sinking fund is shown as up to date and if the methods adopted are continued brigham city will meet all bonded indebtedness without the taxpayers knowing anything about it all of course are proud of the fact that the money is in the bank ready to take up the bonds due next friday morning without any more effort than merely transferring the money from a certificate of deposit to the bond holders brigham cites total tax levy for 1922 is 14 mills one half mill lower than last year and mills of this are arc used to pay obligations of the city created by special bond issues voted by the people leaving only 1916 mills for current espensen but that is all that is needed politicians have in many instances in various sections of the country ignored the law by reducing the levies election years just to please the ithe taxpayers and have failed to set aside aid in the sinking funds the amount the law specifies should be set aside t to 0 meet interest on bond issues that may be a good political system but is not the business way of handling the finances of a city county or state and is not the system adopted by these in charge of affairs in brigham city that is the reason there are arc funds available now to meet bond issues and other obligations the levy was placed high enough the past few years to secure the necessary revenue to meet these conditions and now that the summit has been reached the electric light plant and water systems rebuilt and the finances placed pi ac on a par with expenditures the levy this year was reduced instead of increased and no attempt has been made to fool the taxpayers brigham city is now a big corporation and its affairs are being beilig handled in a business way its credit is far above par in the markets of the world and with a continuation of this system brigham city will grow as no other city in all this western country people like to live in a community where they are not burdened with heavy taxes where electric light and water rates are arc not excessive where there are good schools churches a live commercial club a winning baseball team and where there is a spirit of friendly feeling existing toward all mankind and an invitation to all to come and enjoy life such are the condition in brigham the city of beautiful homes and
